To be eligible for coverage through Covered California, you must reside in or be moving to California. You are required to be a citizen or national of the US, or a person lawfully present in the US. You cannot be incarcarared and you need to meet other rules that each program uses to determine eligibility, depending on the circumstances of the individual family or home.
